Who rates or evaluates a grant proposal?

The funding source selects who will rate or evaluate a grant proposal.   Usually, a group of individuals is brought together to read and evaluate proposals.  Often, a rating scale is provided to the group, and scores are given to each proposal based on the rating scale.  Sometimes the rating scale is know, other times not.  It is helpful to become familiar with the rating scale and attempt to find out who will be on the evaluation team.  To assist you, an evaluation form is provided for you to download.  Also, check out the list typical evaluators.
